Plain-English answers on zoning, air rights, development value, and selling — written for owners, not lawyers.
City of Yes for Housing Opportunity is a NYC zoning reform, adopted in 2024, that expanded the ability to convert old commercial buildings, mostly offices, into housing by removing geographic restrictions and broadening conversion eligibility citywide. The City of Yes for Housing Opportunity amendment increased allowable residential density in transit corridors, eliminated off street parking mandates, expanded as-of-right residential conversion eligibility in many pre-1991 commercial and office buildings through the Conversion Text Amendment, and introduced town center provisions that permitted additional housing and mixed use development in neighborhood commercial districts. Simply put, the City of Yes for Housing Opportunity amendment allows owners of old office and commercial buildings to convert those buildings into residential units where they couldn’t before due to zoning barriers and approval requirements.
